Agent Moose added the UserPage code.  It's been updated and more features added, making it easier for you to edit your page!

To edit or view your page, click on the profile tab, and on the left side, there are two links, Edit Page, and View Page.

You may put anything in the UserPage as content, but it must follow the Terms of Service.

I can't edit my userpage anymore. Can't see the tab in my profile, it was there earlier. Is it that, new comers are not allowed to have a userpage?

You should be able to see the tab.
